In New Jersey, the owner is not entitled to the deposit against rent arrears, unless: (1) if the lease terminates and the tenant eviction, or (2) if the owner does not divide d 'of the tenants in writing to the Bank, when the deposit is not required.

If the owner is not in written form from the bank where the deposit was made, can a letter she asked, been advised to apply the security deposit for the rent.
